Kaliese Spencer wins doping rules violation case

Jamaica’s 400m hurdler Kaliese Spencer has been cleared of an Anti-Doping Violation.

The Independent Anti-Doping Disciplinary Panel found that they were ‘not persuaded by the standard of evidence provided’ by the Jamaica Anti-Doping Commission (JADCO).

JADCO alleged that Spencer violated article 2.3 of the JADCO rules, which is refused to give a sample when requested by a JADCO collections officer last year.

Kent Gammon, chairman of the Independent Anti-Doping Disciplinary Panel, said his three-member team came unanimously to their findings.
“The Independent Anti-Doping Disciplinary Panel finds unanimously that we are not persuaded to the standard of proof of the evidence presented that the athlete Kaliese Spencer evaded a sample collection pursuant of article 2.3 of the 2015 anti-doping rules.”
Spencer’s management team released a statement saying, “Miss Spencer’s management and legal team are not surprised by the decision since they knew all along that she was innocent.”

“Miss Spencer maintained from day one that she never evaded a JADCO official or refused to be drug tested,” the release added..

The release went on to say “the case highlighted the apparent disregard that JADCO has for the rights of Jamaican athletes and raises questions about why the case against Miss Spencer was even brought by JADCO.”

“JADCO proved only its own incompetence throughout the course of Miss Spencer’s proceedings as JADCO repeatedly demonstrated that it did not comprehend the requirements of the World Anti-Doping Agency’s rules and regulations.”
